POWER OF ATTORNEY AND INHERITANCE

The Embassy of Afghanistan in Ottawa issues Power of Attorney Forms (Wakaalat Nama) and Inheritance Registration Forms (Hasr-e-Waraasat) only to Afghan citizens residing in, and applying from, Canada. Applications for Power of Attorney or Inheritance Registration can also be submitted at the Consulate General of Afghanistan in Toronto and the Consulate General of Afghanistan in Vancouver.

How to apply

Applications for Power of Attorney Inheritance Registration can only be made in-person. The Embassy is located at the address below :

The opening hours of the Embassy’s Consular Section are as follows:

Monday through Friday from 10am to 1pm and from 2pm to 4pm.

The Consular Section is closed outside these hours as well as on Saturdays and Sundays.

APPLICATION REQUIREMENTS AND PROCESSING TIME

Please note that applicants must contact the Consular Section in advance to book an interview appointment.

At the appointed time, applicants must bring all the necessary requirements with them. In the case of Inheritance Registration and Power of Attorney, the requirements include two male adults to act as witness (Shohood).

The interview, conducted by the Consul, may last for one to two hours. Usually, Power of Attorney or Inheritance Registration forms are issued at the end of the interview. In some cases, the applicants will be asked to return on a specified day and time. At the request of applicants, where their re-appearance at the Embassy is not necessary, we can send their Power of Attorney/Inheritance Registration Form and documents by post in which case the applicants will be required to present a registered, self-addressed return envelope or enclose the necessary payment to cover postage cost.

Checklist of requirements

Applicants for Power of Attorney Form must submit the following:

  1. Power of Attorney Form – fully completed and signed;
  2. Two male adult persons of Afghan origin to act as witnesses. The witnesses must each bring along two recent photos and documents verifying their identity (Afghan Tazkira) and their current address;
  3. The ‘attorney’ – the person in whose name the Power of Attorney is issued. In absence of the attorney, documents verifying his/her identity (Afghan Tazkira).
  4. If the Power of Attorney concerns a land or property matter, complete details of the property in question.

Applicants for Inheritance Registration Form must submit the following:

  1. Inheritance Registration Form – fully completed and signed;
  2. Three male adult persons of Afghan origin to confess (Eqrar) the Inheritance. The confesses must each bring along two recent photos and documents verifying their identity (Afghan Tazkira) and their current address;
  3. Two male adult persons of Afghan origin to act as witnesses the Eqrar of confesses. The witnesses must each bring along two recent photos and documents verifying their identity (Afghan Tazkira) and their current address;
  4. Documents that confirm and describe the inheritance in question.

In addition, all applicants, whether applying for Power of Attorney Form or Inheritance Registration Form, must also provide the following:

  1. Two photos (1 X 1 inches) affixed to the appropriate box in the application form. Photos must be taken directly off the face and show both ears
  2. Original document verifying applicant’s Afghan identity (Afghan Tazkira);
  3. Documents verifying the applicant’s current residency status in Canada, such as PR card, citizenship document, landed immigrant document, etc;
  4. Documents verifying the applicant’s current address, such as driving license, utility bills or similar documents;
  5. The relevant issuing fee (see the fees table below)
  6. Self-addressed return envelope.

PROCESSING FEES AND PAYMENT METHOD

All applicants are, hereby, notified that they should make sure to have all required supporting documents available before depositing service fee to the Embassy’s bank account. The Embassy cannot return the service fee to the applicants, if their supporting documents are not complete, which in turn delays provision of the consular service to the applicants.

Payment method

  • All consular charges are ONLY payable in USD. Payment in any other currency will not be accepted.
  • All consular charges must be paid The Embassy Bank Account in Ottawa ’.
  • 3. Payment by cash, personal cheques or bank transfer will not be accepted.
